6:00-6:10 pm
Brenner – 42 Elephant Rock Rd – Amendment to OOC DEP file #230-0230 and SMA06-10
Mark Volk and Brenner showed up. Alexandra Glover, attorney for Kashkins, Brenner’s neighbor, was also present. Volk presented following plan: a) a new elevation. b) reduced deck size on west side. c) design of house repositioned to satisfy zoning. The effect: overall construction on site reduced. Slopes and septic system the same. Not much change to final grading. No increase in impact. More room for equipment on N. side, House not larger.
Approved proposed changes as submitted.
6:10 – 6:30
Batista – 22 Hebert’s Cove Rd – RDA – front porch, redo kitchen, replace roof.
Proposing infilling closed-in porch 8 x 12. CC determined that site is in flood plain. No flood control. Has flood insurance. Wants to put new shingles on the roof. Work will be done by hand.
Requires a silt fence and dumpster for the roof material on the far side of the house.
Approved under an N3. Accepted as presented with above conditions.
6:30-7:20
Alpert -, Mt Hunger Rd – Represented by Okerstrom Lang, landscape architect.
Request for a 2nd amendment to OOC in relation to SMA – continued from August meeting.
L-1 Master Plan shows minor changes in site and architecture
L-2 Planting Plan shows changes in landscaping

They will do everything ConCom was told they will do.
White Engineering (Shannon): Swale to be installed to pick up runoff coming down the road. This will happen first. Site has been “bone dry.” Swale will divert runoff from other peoples’ houses in addition to their own house. Plantings will extend beyond top of the wall.
No change in storm water drainage calculations.
ConCom issued an amended OOC.
7:20- 8:30
Kaminstein, Bruce & Judy – 18 Woodland Dr – SMA NOI –SMA06-12 – Represented by Shannon Fields of White Engineering. Judy Kaminstein present. Construction of single family house and septic on adjoining property with greater than a 15% grade. Conditions ConCom needs to consider: On lower lot, work in the buffer zone, steep slope. On upper lot, vegetation and water management. No problem with septic system. No questions for right now. They’ll need a swale going around the house because of draining situation. ConCom will need a finished grading plan for the east side of house at parking area.
Continued until ConCom hears from DEP.
Kaminstein, Bruce & Judy – 18 Woodland Dr - WPA NOI – Demolish existing single family house and construct new house in buffer zone to Lake Garfield.

8:35-8:50
Roche -, Beartown Mtn Rd – NOI – Sediment Removal continued from July meeting - waiting on the Wildlife Habitat Report. Represented by Shannon, White Engineering.
Report of Wildlife Habitat Evaluation at Loom Brook. By Stockman Assoc.: Replace the boulders. Site provides habitat for aquatic species but there no rare species. Recommended that the fallen tree be removed carefully and replaced. ConCom won’t insist on replacement, but will agree to their other recommendations, such as removing the material to upland location for subsequent maintenance and removing sediment from Dam # 1.
Approved as submitted including wildlife habitat evaluation, new drawings with new wildlife habitat survey and new maintenance plan.
8:50-9:20 Simon - 30 Sylvan Rd – Scott Tanguay, carpenter, RDA-Replace floating dock and repair existing deck.
ConCom approved that he replaces what was already there but do not add anything new.
9:20-9:30 Sarah Hudson - Tyringham Rd., near Stedman Pond. Has been logging on some of her property and bridge was built. She wants to keep bridge for a couple of years. Loggers are supposed to take bridge with them.
ConCom: If logger has a permit for another two years, then bridge can stay there.
9:30- 9:55
Sutton - for DEP file #230-223 on Beartown Mtn Rd. Filed for certificate of compliance for NOI on Beartown Mt. Rd. ConCom received a letter from Foresight Land Services.
Shannon reported there are logs and debris stashed in the buffer zone of the wetlands area.
ConCom requested that she inform them to remove above and signed off on Certificate of Compliance.
New England Keswick, Chestnut Hill Rd - RDA – vista pruning Continued from May meeting (Blair)

Misc:
Approved August 14 minutes.
A letter from Kelly Grainger & Parsons regarding Kelly/Nadler Enforcement requested an extension until October 10 meeting so they could have time to delineate the wetlands.
Shannon reported on Ahye, Gilbert & Gail, property on Rte.23. Project: SMA Relocation of Septic system. ConCom told Shannon they’re going to view the site, on Tues 9/19. at 5 pm. At the same time they will look at Dolber site to check tree survival from 3 years ago.
